Abstract:
To what extent is the disparate impact of policing on racial minorities due
to racism, rather than statistical discrimination? We extend the methodology
developed by Knowles, Persico and Todd (2000) to the analysis of racial bias
in aggregate statistics rather than individual observations.
We apply our tests to Missouri's annual traffic-stop report for the year 2001,
and show that statistical discrimination cannot explain the disparate impact
of police searches on Black and Hispanic motorists.
